Only Lower House Dissolved? A Chance to Find Out What Shura Council is For

A thought in a somewhat lighter vein: Despite earlier reports that both houses of Parliament will be dissolved under the Egyptian court ruling, many reports now say only the lower house, the People's Assembly, will be dissolved. [UPDATE: Still much confusion, but the Court seems to be saying both houses.] That would leave the Upper House, the Shura Council, intact.

There could possibly be one upside in this disaster, Someone might finally be able to figure out what the hell it is the Shura Council is actually for. No one has ever succeeded in finding a practical use for it up till now.
